got the same old dilemma! well, try to be with him as mush as you could... then bring up the topic jokingly... he'll soon see the clues!
but if you want to take the risk, you could tell him seriously but you have to set the mood right in terms of where you'll say it and at what occassion...

Dont be the one to go and ask him out...because that just makes you seem "THIRSTY" but do kind of let him know that you like him more as a friend. Perhapes you can ask him to go to the movies.

well if i were you sometime you should invite him to go on a "date" with you or something and then you can like umm....go for it and try asking him out if everything went well
