I am not sure about the specifics on the powerstroke, (phone call to the dealer may help) there may be a plunger or something on the injection pump. If not you may have to loosen each injector and get the air out one injector at a time.

cycle the ignition key on and off a few times to pump fuel back up to the engine, then try starting the engine. Running out of fuel can also damage the fuel pump, so don't run out of fuel. I try not to get below 1/4 of a tank of fuel on any of my electronic fuel injected vehicles.

It also helps to fill the filter bowl with fuel before you try to start it. That takes some of the stress off the pump.

get a can of starting fluid (either) spray a little i mean a little just 1 qiuck 1 second blast in air cleaner repeat if needed until it reprimes itself
