There are many DVD authoring programmes.
Visit this site: http://www.videohelp.com for comparisons, guides, and user comments.
I use Ulead DVD Workshop, Sonic Scenarist, and TMPGEnc DVD Author.
TMPGEnc DVD Author is a very quick....bang, it's done application. You can still customise your menus, add music and everything...it's just not as versatile as Ulead DVD Workshop. And although Sonic Scenarist can do everything (and I mean EVERYTHING), it is finicky and not very user friendly.

Well, I was also looking for a program that would do that. And, I think I have found one. Though, I haven't spent much time on it yet. You can change the background, the setup, music, even add video. Menus and sub-menus. But, the video file has to be a DVD file, not something like AVI.
Theres a couple versions of this program. From there site, its 99$ for the whole program, that includes converters and more features. I bought the 30$ version from Fred Meyer, and it has all the stuff I need except the video converter, so I had to find a different program for that.
I bought the "Roxio Easy Cd & Dvd Burning" program. It was 30$
The other is "Roxio Easy Media Creator 9". Its 99$ for the download. But it has alot more in it, and Im actually thinking of switching. From what I have used, I would suggest it. It seems to be a good program, and others have suggested it to me. Theres others, but this seems to be a cheaper program that does all the things you need with minimum effort and money. Others like Adobe Premiere Pro 2 is like...700$+, so if you not going to be making money with it, Id go with Roxio.

DVD Creator allows you to customize DVD menu template including frame, button and text. There are dozens of templates for choice, matching any one at will. Or you select your favorite pictures as the DVD template. In addition, add and set audio track to the output DVD. You can adjust the volume, audio delay, Encoder, Bitrate and Channels with multiple audio tracks. Supported audio formats are AAC, AIFF, AC3, FLAC, MP3, OGG, WAV and WMA etc. Add subtitle files (.srt) to your video, and set subtitle language, font and subtitle delay options with multiple subtitles.

residing house windows dvd maker sucks for burning episodes.. in case you employ "ConvertXtoDVD" it may do each little thing. it may burn 10 Episodes on one DVD without dropping any high quality. and all in approximately 60min and could play in any DVD participant which incorporate Xbox 360 and ps2/3
