so i did a search on the number and it came it with some other guy as the owner of the phone.or could this just be his old number and they give it to her

could be brother could be. There are usually tell tale signs that ones signifigant other is cheating. If you notice any recent behavior that is out of the ordinary pay attention. Some cheaters become more distant or quicker to start fights than they were before. Some are just the opposite they try to make everything as smooth as possible to try to cover their tracks. My buddy had a woman who was an absolute shrew. She litterally b_tched and moaned and nit picked over everything. However when she had her affair one of ther signs was that she didn't care about the little things that set her off before. She was too interested in getting out of the house to do her evil deed. She was even unusually sweet which was her failed attempt at not being detected. Other than personality changes, you can also look for tell tale signs like that person not being interested in the former things that they used to enjoy. Maybe they used to enjoy spending saturday afternoons with you, but now suddenly they have a new passion to spend that time doing something else alone away from the house or you. Do they get irrated when you ask them questions about where they are going, or seem to make up too air solid alibies. One of the things that made me suspicious of my ex was that when she went somewhere before it was "I am going to the store be back in a bit, or I will be running a bit late getting home from work I have to finish some work." When she started cheating it was as if she had to go into great detail to say where she was going to be and why she had to be there. It was " I am going to the store, then going here yada yada yads so thats why I will be gone 3 hours those check lines are a pain don't worry I will be back ASAP I love you , or Honey Mr so and so really wants me to stay at the office a little later to get this so and so done yadda yadda, its really important and this is just terrible because I miss you so much and love you so much" It just seemed to out of the ordinary and contrived. Some people are the exact opposite they don't like to say where they are going and try to avoid talking about it. You just have to really know your signifigant other and recognize the differences in the behavior.
Like others have said check the mileage on the car, that is one way to tell if they are being truthful where they are going. Do they lie when they didn't before. Missing money could be another indicator as well as alot of new tags for clothes orlingerie in waste baskets, especially if they wear the same old stuff for you. If they aren't wearing it, chances are they are saving it for their lover on the side. Check phone records, credit card bills. Just always be careful and don't come to conclusions to hastily until you are absolutely sure you have proof. A false accusation is a definite way to ruin a perfectly good relationship. Ive been cheated on, and been accused of cheating when it wasn't true and neither is a good position to be in, and both spoil your feelings about someone pretty quickly.

could be that its his old number. Why did she get a new phone/number? Look for other signs like fights or extra attention, missing money, milage on her car, lies excuses ect...

Why would some guy just give your girl his phone? If it doesn't make any sense then its a lie.Now does that make any sense to you? not hardly the phone belongs to some guy she is seeing..Drop her and move on.
