No, there are plenty of gift giving occasions surrounding a wedding as it is! To be honest I'm not 100% sure what the purpose of an engagement cocktail party would be.. I could see having a cocktail party and announcing your engagement at it, but having an 'engagement party' does sound like the couple is trying to solicit gifts! Just bring your best wishes, and whatever you'd normally bring to a party. Wine sounds like a good hostess gift to me, but I wouldn't bring a gift specifically as an engagement present.

Depends- ask the person throwing the party if gifts are expected or desired at the party. Or just bring one if you feel generous. No one will look down at you for bringing one when no one else does. They may if you don't bring one and it was expected and you may feel like a fool.

Gifts are giving anytime the "giver" feels like giving one. If I didn't want to give a gift at a wedding or birthday, I wouldn't (haven't not gifted yet though), same as if I wanted to give a Thursday gift, I would (this I have done).

Usually gifts are given at the Bridal shower or wedding, and unless the invitation says no gifts please a small gift such as a plant or a cocktail shaker is appropriate.

No. Any gifts given would be presented at a bridal shower or delivered to the home of the bride or bride's parents prior to the wedding.
