Sounds like the cosmetologist left the relaxer on for far too long. Unfortunately, there isn't a whole lot you can do about it, but since I am a cosmetologist myself, let me see if I can give you a few tips...
So the hair is falling out from the root? Hmm.. sounds like she has an allergy to the chemicals used in the relaxer. Did they do a strand test before they put it all over? I know that sounds silly, but if it is her first time having a relaxor done on her hair, they should have done a strand test before having it done. If it isn't her first time with this particular type of relaxor, then there isn't much legal ramification that can be done. If it is her first time or her first time with this particular type of relaxor, then there are legal issues that need to be addressed.
Did she have an appointment for this at least 24hours in advance? If she did, then they should have told you to come by and have the strand test done first to insure that there would be no ill effects to the hair. If you went in and had it done without an appointment, there isn't much you can do either. Just like with a purchase of any other merchandise that has a no return policy, you entered into a contract with the person who did her hair on short notice and there isn't a whole lot you can do.
Now, that being said, it sounds like your daughter has an allergy to some kind of chemical in the relaxor. Her hair is probably going to fall out reguarless if it is coming out at the root. Your first instinct was correct though... go get some deep conditioning treatment of some kind and put it on her hair ASAP! Leave it on as long as you can.. like for hours! Don't do anything else to it. Don't try to blowdry it or use anything that would have heat on the hair or scalp. Just put the conditioner on and hope for the best hun. Hopefully it will keep most of her hair from falling out, or at least enough where you can add extentions or something to her hair.
If that works and she has enough hair to add extentions, here is what I would do...
Go buy some extentions and go to where she had her hair relaxed and ask for the manager there. Tell them what happened and don't let them give you any kind of crap. Tell them you will sue ( even if you don't really have a case) and they need to have these extentions put in her hair. Express that this should be done for free since they ruined her hair and that you expect them to keep up with her hair and her extentions until her hair comes back. If they say no, which they probably won't, go ahead and find a lawyer who might be able to help you with this. Almost all cosmetologists are more than willing to do what it takes to satisfy the customer and keep from ill news coming to the business.
I wish you and your daughter the best of luck and I am so sorry that happened. Some people have an allergy to hair products and it is why I always have first timers come in for a strand test at least 24 hours before any type of chemical procedure on thier hair. Good Luck and God Bless!

Oh Dear!
First Go To the doctor to see if she has something in her hair thats making it fall. My guess is that its the relaxer. You have to be careful with those because if u dont care for it properly it will fall out. My advice is to deep condition her hair every week and letting her hair grow. No more perms! Natural! Let her wear braids so it can grow back or twists. How old is she? children should not have perms anyway. And since u said "ethnic" u must not have nappy hair. relaxers are not the easy way out. especially for young children
good luck
sorry about the hair it will grow back

Best thing to do is go to the doctors and see if it is a medical condition first my daughter has really tight ethnic hair and i was told not to but any relaxer on her until she was at least well into her teens, or go back to the shop and ask if the gave u a product that was to strong for her, you never know if the advised you wrong there could be a finical claim there

one- ASAP see a dermatologist who specializes in "ethnic" hair.

two- take photos now of your daughters head, scalp etc (make sure you have time stamped the photos)

three- contact the stylist who preformed the chemical process and advise her of the situation. go in with your daughter to show her the damage and ask what if anything she recommends.
(this is only if you feel you can do w/o getting really angry in her presence) if not, alternatively I suggest writing her and the shop owner a letter along with copies of the photos explaining the situation.

four- file a small claims suit against the stylist and shop owner.

know that you will have to have a written statement from the doctor as to her diagnosis, the suggested cure and the cost involved of any medications doctors visits etc etc...

please be assured that with care, your daughters hair can grow back.

Wow, i won't be in a position to believe you mom reported that to you approximately no longer having "white-woman-hair"! i'm white, yet my hair is relatively curly of course and can get nappy if i'm no longer careful. I additionally standard some people of African-descent have not got rather kinky hair, basically curly. nicely, the place to start. to keep on funds, there are kits you need to purchase from the dept keep which you're able to do highlights with at domicile (acceptable to have a relied on buddy provide help to). in case you do positioned highlights in at domicile, i could recommend basically putting them in on the acceptable layer to test, and if it is going nicely, positioned them interior the path of something of your hair. you do no longer could desire to have a lot of highlights the two, many women folk who flow to salons relatively basically put in some at a time, then whilst they flow back, they put in greater. i theory relaxors relatively did no longer harm your hair that lots, so this is suprising to pay attention it. i've got study from some web content that express relaxors gain this little on your hair, which you would be able to as nicely perm or dye it ideal after. I appeared on the darkish & beautiful products, and curiously like they have relaxors which will help save your hair in good shape. (seem for the boxes that say "No-Lye") Hair can get broken and fall off in case you overdye it, yet putting in some highlights shouldn't do this. additionally, does your mom be attentive to that the conventional human head loses a hundred strands of hair in many circumstances happening and of direction? additionally, for the reason which you already deep undertaking your hair (and curiously such as you're taking good care of it), your hair is probably in a good sufficient undertaking to concentration on it. My acceptable suggestion could be to talk to a beautician in a salon who the two has your hair sort, or has labored consisting of your hair sort formerly, that they had have the skill to offer you the acceptable advice. continually bear in mind, suggestion from a beautician in a salon is loose!

Take her to the doctor to see if the scalp has damage done to it. Then find a different stylist to go to. In the meantime talk to an attorney to find out your options. If it was a box perm I hope you kept the box. If it was a professional, put them out of business.

It sounds like it is over processed. She needs to clip the damage hair, and start using a good shampoo/conditioner like Nexxus.

Well you should tell a doctor about it but if it is supposed to happen then just let it fall out you wouldn't want to hurt her more then she probably is!
