My grandma will be with me and she is a licensed driver but my dad is skeptical about whether or not my 4 yr old neighbor can ride with me even though i have a licensed driver in the car.

Yes as long as the person is licensed and is over twenty-one years old and I have no doubt that your grandmother isn't. I also, however, don't blame your dad for feeling that way.

check with DMV: Also that other driver must be beside you and able to take control Ie sober..
