and he said maybe...does he like another girl or waiting for a girl to respond or he just didn't want to say no rudely

well...you should ask him again and tell him that if he was trying to get rid of you he didn't do a good job...

This is something no one can answer. The only way to find out the answer, is to wait and see. Isnt prom long ways? Well good for you for doing it early, but maybe he wants to give it some time. You just never know.
