Federal Law Enforcement Agent
They are divided among programs that they are required to go through. It depends on their exact assignment. Most CIA are Agents however there are some Officers. If they have the title of Agent then, yes they are a Federal Agent.

The CIA is the Central Intelligence Agence, the FBI is the Federal Bureau of Investigation. Anything that crosses State lines is Federal.
