Eating raw meat is only dangerous due to bacteria on the outside of the meat. In processed meat (e.g hamburgers) it all has been on the outside at some point and may have picked up bacteria. so u need to cokk it through to kill the bacteria. In steak only the outside has come into human contact so the centre has no dangerous bacteria in it. Therefore only the outside needs to be seared.

Raw meat is bad only if there are parasites in it, which are usually killed when cooked, but a lot of people eat raw meat cause it's healthy. Know where the meat comes from first before you go trying it yourself.

I am not sure that it is bad to eat raw meat if it is very very fresh, people cook it because it tastes better and to be on the safe side. I confess to having a taste for raw beef - when I am preparing it for a casserole or something, I have been known to eat a couple of cubes of it. I am still alive to tell the tale. For me it has to be 100% lean.

Of course you can eat raw meat as long as it's stored properly.
Steak tartare is raw beef. Sushi is raw fish. Steer clear of raw pork and chicken.

Beef is different from other meats like chicken & pork. It has to do with the aging process...steak tartar & carpaccio are good examples of delicious uncooked beef.

It's more about getting things like worms than food poisoning.

What you're asking is also somewhat like asking, "Why can't I run holding a pair of scissors since I've done it before and I've never hurt myself?", when all it takes is just once for it to happen for it to be a good reason.
