Before reporting the shelter I would write a letter expressing your concerns (in a poilte, professional manner). The more angry you sound the less likely you are to get a response. See what the shelter has to say for itself. The adoption fee may have been established due to many variables. You may find that your take on things was a little one sided. Then again, you may find that your concerns are warranted.
If the shelter still seems shady then I would consider contacting the ASPCA.

i agree with KJ i would write... and maybe u or a friend go to it and look around take pics ect.... dogs should be have water and CLEAN PENS. if papers are soaked tell in employee (sometimes they are so busy doing other stuff they might not notice right away) and some dogs repeatedly spill water dishes....very frustrating.... puppies pens shouldn't be full of poop...etc. i would look for just the general well being of the animals...how they look etc.
another thing did u get a spay certificate....i know in PA that any dog adopted from a shelter has to be fixed...as a law...and the pup u got should be up to date on all of its shots...maybe not rabies...not sure on that as a vet is the only one who can give a that shot.

Call your local Animal Control and ask them the question your are asking here. There are laws that protect these poor animals. Check to see if they have had issues w/ animal control. Report what you saw, smelled or heard while you were there. Do they even have a license to breed? By all means let it be known!
Go over the heads of the shelter and contact the State Regulations Board, their ordinances over rule county and city regulations.

I'm not sure how a shelter can "sell" dogs. There may a small adoption fee that helps with funds. Shelters have no vets on staff and do not have the money or time to take all the dogs/cats to a vet. I am sure they did not know that the dog had anything wrong with it and if they did I am sure they told you up front about it.

Kind of hard to report a police man to the police isn't it? Try writing the National Animal Interest Alliance (NAIA) and/or the media and see what suggestions they have.

$100 adoption fee is not that high hon. Shots, shelter and food cost money. Running the place costs money too.

tell the rspca but lots of pups n kittens from shelters have health problems their immune system is low due to their age they arent innoculated then they are brought from where ever they are born and mixed with lots of other strays all carrying one thing and another

You can probably report it to the police or another, "bigger" shelter.
MAKE SURE you have proof though, they will ask for it.
