It's really more of a fuzz, luckily, but it is noticeable. I want to wear a dress to an upcoming wedding that has shoulder straps. The skin on my back seems really sensitive to any removal. Even using a hair trimmer and not something stronger like Nair really irritates the skin, and it tends to break out. Are there any gentler methods? Or remedies for the irritation if I do have to use a regular method?

Have it waxed. Or eventually electrolysis.

It depends on how strong ur threshold of pain is.. Waxing lasts a lot longer, but is pretty painful and you'd have to find someone to do it. Salons will do that. They hair has to be 1/4 inch long.
Then there's Nair/Veet. You apply it and wait, according to the instructions. Then you wipe it off/spray it off.. If you have sensitive skin, this might burn and cause irritation.. and it doesn't last as long as waxing..

I would suggest a wax, but have them use a hard wax if possible ( hard wax lifts away from the skin as it hardens, therefore not taking layers of skin with the hair). If this isn't an option you may want to consider threading. It is as effective as waxing, but will likely take more time.

I always get waxed. You can get:

electrolysis= sometimes doesnt work.

Waxing= you have to get it done every 4 weeks, you get use to it.

Creams and Lotions= they can burn and irritate the skin.

Shaving= the hair grows out in 5 to 8 hours.

Good Luck.....

An why do you have excess of hair??? Maybe you have an endocrine dysfunction..... If you do, to get treated is the best way to get rid of the hair. Plus there are treatments that your dermatologist can provide to control this, if its just a skin problem.
