I'm a guy and I htink the best thing to do is tell him exactly how you feel. If your not the clingy type you can offer the same freedom to him while you continue to date other people

You sound kind of mean. You want to flirt with other guys? I think you should pay attention to the one you're with. Seeing as you've already got to the point of wanting to flirt with other guys, just break up with the guy. Just be honest. You don't have to be mean. Just tell him that you're not feeling too good about the relationship, you're not so interested, and you want to break it off. That's it. You're done.
Anyway, I'm sure that you'll find that just about any boyfriend you have will want to touch you.
Stop leading him on. And, yes, you may just miss him. That pretty much always happens with every break-up. Know that you're clingy, and deal with it. Stop using him as a security blanket.

Didn't I see this in Drake & Josh? Drake wanted to get back to the single life, but soon realized how lost he was without his girlfriend. He was able to get her back in the end, but we're talking about Drake Bell. Point is, if the only reason you want to break up with this guy is just to be single again, you may not be ready for commitment in relationships. You also sounded like you were bothered by him trying to touch you. If that did more than annoy you, and you begin to miss him if you decide to call it off, remind yourself of that.

If you really like him, and would miss him if you break up, then don't.. A relationship is all about communication. Just tell him to not touch you 'there' all the time. There's a time and a place for it, and he should respect that.
Good luck, I know it isn't an easy decision.

It's clear this relationship is circling the drain. If it's hard for you to end it, just remember that every day you don't do it is a day he can't move forward and explore other relationships, either. It's not fair to keep him on a string if you have every intention of ending it. Do it!

If your afraid your going to miss him then don't break up. If he keeps touching you where you dont want him too let him know that you dont enjoy that. Be open and honest.
