city codes are tougher than county so if your in the city limits call the building dept, and discribe the job you have planned . home owners dont need permits to do basic repairs but additions and upgrades may need a permit ,, like i can run wires up to the board on the wall in the basement but if i place them into the electric panels then the home warrantee is null and my insurance wont cover electrical fires ,see i need a licensed pro to do an inspection and tag and label the new work ,same with plumbing its differant in other places,, so call the building code enforcement office for details ,,
