Oh, sure if you want to wast your time. If you live in the states, spanking is legal until your 18th birthday. Although I don't know how much good a spanking would be for a teenager, it's every parent's right to chose how they wish to bring up their children. Spanking on the bare bottom, is practiced in our home to, so your not alone there. That to is legal. If I could give you some advise. Pay closer attention to the rules, and take responsibility for your action. You were to meet her but were late, it's not like she is just spanking you for fun. Take it from me, us parents don't like to spank, so help us out by following the rules.

You should report her, she had no right to pull your pants down and spank you in a public place, if I was the security watching the mother spanking her child in the fitting rooms I would immediately get on her case, I am sorry you've had to endurance this kind of treatment.

Yeah, report her. If you want to get taken away from her and never see her again. Then you won't have your little computer, and your tv, and whatever else you have. Go ahead.
And then like another person stated - maybe you'll get foster parents who ACTUALLY "beat" you and leave bruises.. And sexually molest you if you're lucky.
I think I'll go report my dad for spanking me when I needed it also. Those foster parents sound like fun.

i wouldnt report her but i would make it a point to tell her you are growing up and spanking you isnt the only way to handle things there is grounded you and other options make it a point that you bring this up to her

First off, how old are you?
And no, don't report her. Listen to her and tell her that she shouldn't do that. An open honest relationship is what you want, not calling the authorities on her and have you shipped from one foster home to the next.
