Contact the Virginia licensing agency, obtain an application to apply for a duplicate title, get the form notorized and pay the fee. Virginia will send you a new title to be used to title/register in Massachusetts.

If you lost the original, you can get a replacement title from the state of Virginia, then when you receive it, apply for title in Massachussetts. I would go to Virginia's website for titles and see what information you'll need to send them.

all you need to do is apply for a lost title at the Department of Motor Vehicles or known as the dmv
