When designing an HVAC system, diffuser selection is a must. From manufactorers data, diffuser information can be found, one thing i am not sure about is the air flow.
When , for example, the diffuser is labeled as 800 CFM, can I supply it with air at 400 CFM? is the 800 CFM representing the maximum air flow ? or what? is the air flow controlable? like make it 500 CFM or 650 CFM using the same diffuser?

the second question is about ducted split HVAC system, indoor and outdoor units are connected using pipes, how are these pipes installed in buildings? is it inside pipe chase like plumbing?

diffusers are rated for CFM and "throw". Throw is the term used to signify how far into the room the air will travel as it leaves the diffuser. I would suggest getting a diffuser rated for the CFM you envision, otherwise, you might lose out on mixing efficiency in the room.

the refrigerant lines (pipes connecting outside compressore/condenser to air handler coil) can be run in a chase, in a crawl space, or many other configurations.
