My aunt lives there & does not go on-line. She prefers to p/u.

Here in the US you pick up the application at the nearest post office. You take your 2 2"x2" pictures and mail them with the applic. and a money order or check to the address the post office will give you.

Since PR always do everything differently because we are so special.... I would recommend you to call to the post office in Aguadilla (787) 882-2235 / 890-1294 and verify if they have the applications. If they do pick one up, fill it out, take your pictures and take them to the Passports office at:
Oficina de Mayagüez Mall
Horario : 8:30am a 3:00pm, martes a sábado, tel. 833-2060

Puerto Rico is a United States Commonwealth and so you don't need a passport to travel there from the US.

You should be able to pick up a passport application from any Post Office.

She can call the post office in Mayaguez. They will give her an appointment. She will need two passport photos, two money orders, and an ID. She should have her passport in 6 to 8 weeks.

You don't need a passport to get in and out of US but if you are looking to get a passport to go into other countries outside of US territories then try going to Mayaguez
