What would you say is more important NASA or NOAA?

This is for a project. Which is more benefitial to humans, science, and the environment?

NASA is the mother of NOAA. There several satellites that took the old fax-simile pictures . One problem was the scan picture would not stay stable. That was resolved by locking on to the satellite 2400 hz carrier and than we locked us to it and got good pictures. There was many small problems ,like Doppler on the carrier.The difference in the carrier frequency due to the satellite temperature.
