a short life but a merry one means that a short life isn't bad, but you have to be happy (merry) in order for it to be worth while. (like live life to the fullest)

own accord means that you can do things out of your own accord; make your own desicions

"Let the dead bury the dead" means that you shouldn't cry or be upset about the bad things (dead); you should let people that are dead (need a life) take care of it. translation: leave your worries behind and let someone else take care of it.

"A short life but a merry one." 'A short life' is the existence or period of existence here on earth, 'a merry one' is just that a good life. So you are here for a short time but you made the best of it, would be how it would translate.

"own accord" means you do something without being asked or forced to do it.

"Let the dead bury the dead." (Luke 9:60) The dead were held to be those of this world. The elect were called out of this world to a life of service and dedication. To assist them they were given understanding of the mysteries of God and the Kingdom of God (Mk. 4:11). The Holy Spirit was the mechanism by which this was done.

As far as the second, give us some context. It means nothing on its own.
Isn't the first self explanatory? a person who lived happily but died after a relatively short life
