when a dog licks you it is telling you that it looks up to you. in the wild dogs would lick the upper ranked dogs to show that they respect them.

licking the face is puppy behaviour, basically your dog is saying I'm OK I wont hurt you I'm only a baby. We basically train our dogs to retain their puppy behaviour because we constantly reward the puppish behaviour by cuddles and treats.
