Do you feel that sin needs to be forgiven more than once? When Jesus washed the feet of the disciples did he not say that they were clean every wit? So if I "made sex" with someone before I was married and was forgiven for that transgression, am I now committing adultery when I "know" my wife?
That being said there are consequences of our actions. I may be forgiven but I still have to live with the outcome (punishment) of the aspects of my past that were not in agreement with God's plan. This is consistent with human law. If I murder my neighbor I may be forgiven of God but that won't get me out of jail before I serve 16 to 20.

It's all basically the same, but you have to understand the context of the times. Adultery was a capital crime in biblical times, and the reason it was so serious was because this was a time when a man could have any number of wives. He wasn't limited to just one the way we are now. So God didn't expect us to be loyal to one woman all our lives, but he did expect us to confine our lusts to our own harem! If we wanted another woman, we were supposed to marry her.

no. Jesus went into the "spirit" behind the sin. what causes people to commit adultery? lust, bitterness, not thinking it's wrong.....
if you're married and you start "looking" at other people.....problems. if you dump your spouse to "see other people".....problems. if you blatently go out and have an affair with someone other than your spouse....problems. all are equal, as they are the same thing: sexual immorality, so God says no-no to them equally, and punishment is brought on justly. (not to mention how angry a spouse's gunna be when they find you do these things)
laws (atleast in N.A) don't have a problem with you undressing someone with your eyes, or really any of these in general. as far as the law sees it, unless you file divorce, not their problem.

In the beginning a man should leave his parents, find his woman and they two shall be one flesh.
Anything other than this is adultery.

As far as God goes, sin is sin, but there seems to be some degrees of sin that lead to harsher punishment. As far as mans laws, no one seems concerned about it, as it is almost a "normal" thing to do.

thinking it
saying it
doing it
different levels requiring different punishments
depending also on the degree of sorrow for these offenses.
not sorry at all: bad
somewhat sorry: somewhat bad
totally sorry: redeemed.
that makes nine permutations of degrees of punishment.
