The Mark Joseph Steakhouse on Water Street near the Brooklyn Bridge is very, very good, BUT, Peter Luger's in Brooklyn is great - if you are going to go to a steakhouse, go to the best (even though Peter Luger has the best steak in New York, it is not the most expensive steakhouse here)

On the pricier side, I recommend Craftsteak (Tom Collichio's restaurant), or for a little less, Maloney and Porcelli.
Also known for good steaks: Peter Luger.
