I guess what I am looking for are the "Rules" of the Lutheran Faith

If it is a Sin to miss worship service, then Lutherans would just confess their sin, repent and receive absolution. Problem solved.
If you are looking for the "Rules" of the Lutheran faith, I would first check the bible. Since the sole authority (to the Lutherans) on faith and Christian living is the Bible. I would next go to the Lutheran Confessions (Book of Concord). The Lutheran Confessions (the doctrine of the Lutheran faith) is solely derived from the Scriptures and not above it. Lastly, I would look into Luther's Catechism, which is published in the Book of Concord. I don't think you are going to find a rule that says that missing worship service is a sin.

It is a sin in the Catholic faith to miss mass on Sundays without a good reason (sick, car trouble, etc.). Since the Lutheran and Catholic chuches are quite close (especially in recent years), even sharing the same liturgical calandar and weekly readings, I would say 'yes'.

Lutheran churches do not teach you have to go to mass. That is not one of their teachings. Check Luther's Catechism.Neither do the other Protestant Churches that I know of such as Methodist, Baptist, Presbyterian or any Churches of God. Only Catholic churches.
