Just start talking to him and ask him out up front don't hide the fact you want him as your boyfriend and obviously he's waiting for you to make the first move so make it before someon eelse does. then you'll really not know what to do.

If you are afraid to talk to him now I can't imagine what your conversations are going to be like when you are finally dating.
Talk to him like you are talking to a friend, ask him out somewhere public like for lunch in the mall, or invite him to come along with you and some of your friends out somewhere. If he is interested in you (and not wanting to be dominant over you) then he wont object to coming along.
You will find after a few casual dates the boyfriend/girlfriend part will come by itself.
