Go on a diet. Eat mostly vegetables and fruits so that you will stop gaining bulk. As for meats, eat plenty of fish and chicken. Stay away from red meat as it will add calories. Also drink water.
When you exercise, focus on using lightweights. Do a higher number of reps with less time between sets. This will keep your heart rate up and burn fat. As for leg workouts, do high reps and lightweights. Do more isolation exercises such as leg extensions, leg curls, and adductors.
Do cardio, but not at high levels. If you run on a treadmill, keep the incline at 0, but increase the speed. The best thing would probably be a bike. Remember, keep it at low levels. If you feel your legs hurting like you are lifting, stop and cool down for a while until the pain goes away.
Also, if you have had this problem your whole life, then it might be the way your body is shaped. Some girls have a normally athletic build and there is nothing you can do about it. It does not make you look bad that you don't have slender legs, just if they are covered in fat cellulite.

If you already have thick legs, you can go to the gym but focus mostly on your upper body, your arms as well as abs. Do weight training for your upper body to balance it out, but none for your legs.
If you do cardio, which is always a good idea to lose weight, don't run on the treadmill because it will make your legs look too muscular.

Lean muscle is both healthy and attractive. It's the fat that you want to be concerned about. Exercise (resistance/weight training coupled with whatever type of cardio you prefer), and a smart diet (not a fad diet, just smart, light, healthy meals).
Don't be afraid of leaving some lean muscle in your legs . . . you're going to look just fine in a skirt! :-)

you don't need to get rid of the muscle you need to get rid of the fat. walking or riding bicycle is good for that. if you tone the muscle, they will get tighter and smaller. watch what you eat, walk every day for 30 minutes, and drink lots of water.

i would do the stair master at your local gym those toned up my legs alot also watch what what you eat
