They are disturbing the peace. Call the police or animal control. He may be breaking zoning laws also.

How about doing the decent thing and speaking to the neighbours directly before going to any authorities? Perhaps they don't realise that the birds are causing you problems? Then, if they don't try and work things out with you contact your local animal control. But, for heaven's sake, don't do anything to the birds themselves. They are just doing what peacocks do, and aren't intentionally making anyone's life a misery.

Do not try to take this issue into your own hands; don't trespass on your neighbor's property and don't try to detroy the birds -- that will get YOU into trouble with the authorities.
Instead, file a complaint with Animal Control (which is usually a part of the police department). If possible, record the noise you have to listen to (anything over 15 minutes of continuous noise can constitute a violation of noise ordinances in your area). It would also be a good idea to have your other neighbors sign a petition stating that the birds are a nuissance. Give all of this information to Animal Control; it gives them more evidence and more incentive to do something about the birds.

Contact animal control, they may be illegal. You could also file a noise ordnance or other violation against them as one might for an unruly dog. Peacocks are beautiful but they make lousy pets and even worse neighbors. Call Animal Control to see what can be done. Good Luck!

Are peacocks legal pets in your area? If not, contact animal control. Do so even if you're not sure; they'll tell you.
If they're making a lot of noise you could contact the local police as well.

file a complaint. you might want to check on ordinances as well-peacocks might be considered a livestock, for example, in a non-livestock area.

It depends how much noise they are making. If it is a lot, then you can contact your local police to come out for a noise ordinance
