This is because the stem of the papaya leaf does not have hard woody tissues like sclerenchyma.It has only parenchymatous cells which help the plant to grow.

Moreover a milky latex is found in the stems of Papaya.It is mode of adaptation and survival.Also the charecters of a plant depends on the family to which it belongs.
