First you must decide what shape you want. If they tiers will be round or square, etc. Then you can use pans in that shape to make your cake. The size of the pans will depend on how many people you are feeding but for example if the base is 9 inches then you would want the top to be at least 1 1/2 inches smaller. From there bake, level, frost, and decorate the cakes. Most art supply stores such as Michaels and some party supply stores have how-to books and will have all the materials you need to make the cake.
