The East Village has lots of little shops/independant designer boutiques. Try Tokio 7 at 64 East 7th Street at First Avenue - it's a designer consignment shop. It can get very crowded, but you can find things here you won't see anywhere else. If you like Denim, look at Famous Friends at 616 East 9th Street (between Avenues B and C)

Walk through Soho - wonderful clothing stores.

Also, be sure to check Macy's and Lord & Taylor - they have great sales (especially on holiday weekends). Even if there isn't a sale going on, check the clearance racks, usually in the back of the department - you can find unsold items for 75% off.

Buy a copy of the magazine, TimeOut New York - they will tell you about all the designer/boutique sales going on that week (it will also tell you about the other events, what's going on in theatre, who's in concert, what exhibits are showing in the museums. The magazine is the best source for a visitor to plan a vacation around things they like to do (the Empire State Building, Museum of Modern Art, etc isn't for everyone.

I think it depends on what you're looking for in shopping.

5th Avenue in the 40's/50's is known as the prime tourist shopping area, with many flagship stores. SoHo (Broadway south of Houston) is probably a close second.

But if you want all the national chain shops, without the tourist crowds, 5th avenue between 14th and 23rd is much quieter. If you're looking for boutiques and something different - go to the residential neighborhoods, or the edges of SoHo.
