Office stores sell this stuff called "foam tape", that is sticky on both sides, and holds a tremendous amount of weight. Put 4 one inchpieces on each corner of the picture, it will probably hold forever. And it can be removed, but it will take a little scrubbing to get it off. But it won't take the paint off either. Just have patience when you want to get it off. It's very sticky, so apply carefully. And it's CHEAP. Ask for it, they will know what you want, and they'll have it too.

if you have dry wall (not plaster) there are picture hangers that resemle a thick wire in a "C" shape with a bent hook on one end, and a sharp point on the other.
the sharp end gets pushed into the dry wall all the way in up until entry gets stopped by the hook. they are very strong and make only the tiniest of holes in the dry wall.

There is something on the market made by 3M company. I don't know the exact name but I saw it in Ace Hardware and Home Depot. Just ask a salesperson what you are looking for for him to direct you to the right place.

I would use the new wall hanger push nail that will hold poundage and just leave a pin hole.

There's a type of sticky tapes by 3M, that istead of peeling off paint when you remove them, you can just pull down and stretch them off.
