I've read all the answers so far. The easiest way of all is to simply change the % to a decimal and multiply
38% of 400 (or any other number is) .38 x the number.
;Also if you want to know what percent of one number is another it goes like this.
Question: What percent of 673 is 82. Divide the larger number into the smaller and multiply by 100.
82/673=.13 x 100 = 13%
