There are some religions that dont believe in cutting your body hair. And many recluses dont have the means or the want to cut their hair.
The hair on your arms, legs, and underarms only grows to a degree and then it stops. But facial hair and head hair continues to grow and get long. Having long head hair puts stress on the folicles and your hair would thin out.
Here are examples of those with uncut hair:
Santa Claus
Rapunzel
Some in Biblical times
Unibomber
Osama Bin Laden
Old Man Winter
Take a look and you would see what these look like. Then I bet you will run a find a good barber or a pair of scissors.

Actually, all hair has a certian limit it can grow to. Then it just falls out and grows again. This is why you don't have to shave your arms.
Also, women have less testosterone than men (the hormone responsible for hair growth) so they might be hairy... but not as hairy as men... if they didn't shave anything.

Sikh men and women technically aren't allowed to cut their hair. That's why men keep them up in turbans.
