Looking for a list of cities that really have a dirty past that they have been successful in turning into something good. Seattle, New York, Boston... other cities in and out of the US?

Yokohama and Tokyo. That might not be what you're looking for - that's called 'reclaimed land'... built by creating land where there wasn't any before.
I know for a fact that area around Landmark Tower in Yokohama is built on garbage, the filling in of Tokyo bay is probably a combination of garbage and rocks... whatever is handy.

Forster City in California. was all fill in [ if ever there be a large earthquake or tsunami it would be gone...
Fremont, Oakland and Hayward in California but they are a lot sturdier the Foster City, they can with hold a lot more shaking.
You have Hawaii that was built on top of a Volcano. Hows that for living????
