Cause cats run and it's fun to give chase. I think most dogs just want to play with them, but some dogs, truly would like to eat them or at least chew on them a little.

Well, dogs are playful animals whereas cats are not as much. Dogs chase cats because they want to play, or if they want them out of their territory. (Which is not always the answer.) But it all depends on the dog's personality. Mine, for example, is a bit afraid of my cat, so he knows not to mess with him.
