Your question is hard to answer since each person may think differently on what "highest" pollution means. It could mean more harmful, largest amount, or you may want to know particular states, water bodies, etc. If you just want to know totals released in the USA, go to the reference. Pick year 2004 and uncheck all the boxes but the last one (Total On-and Off-site Disposal or Other Releases). The report generated will be in alpha order, but click on the arrow and you can sort by poundage.
