i work out currently at 3x a week.

I am focusing on gaining muscle strength, so i start out with aerobic rowing at about 20-30 lbs as a warm-up. I then strength train for about 20-45 minutes. Then I stretch my leg muscles and go on a medium jog (5-6 mph) for 10-30 minutes.

Is this good enough to gain muscle and lose fat at the same time? I can decrease my running, but i want to focus on building strength in my muscles.

If you want to build muscle and strength alone, cut out all of the cardio. Lift weights. Eat like a fool. You might also want to follow a low-rep, high weight program to gain muscle strength.

Before you start the rowing, you may want to go on say the elipitical or bike for like 15 minutes, so you get the blood pumping, then go to rowing, that way its more of a total body and you'll burn more fat as you strengthen the muscle.
