Being a Dutchie, at least 42% of my income goes to taxes, not including the additional environmental taxes, the regular 19% Value Added Tax on every item you buy, and the list goes on. And on. And on.
The Netherlands is certainly not known for its discrete banking or friendly tax climate for foreigners, so unless Oprah is trying to boost our economy I'd advise against her sending over her money, or anyone else's for that matter.

I doubt it, the tax rate is absurdly high in The Netherlands. I seriously doubt that there is a loophole allowing foreigners not to pay taxes in a country like that. Typically, if you are trying to avoid paying taxes, you try and send your money to a small country that does not have a strong taxation system.

That wouldn't save her any money. European tax rates are much higher than in the US, and taxes in The Netherlands are some of the highest in Europe.
US citizens and residents are subject to US tax on their world-wide income. Shuffling it around to other countries doesn't save anything on taxes.
Oprah does save a lot on taxes by donating substantial amounts of money to charity. I would love to have a week's worth of her charity as an annual income.

No, she's sending it to Nigeria because she got an awesome offer from a prince where if she loans him enough money just to get to the bank, he'll get access to his money and give her half of it in return for her good will.
