What if I was writing it, not on a website or on the computer, then is it still underlined or is it in quotes?

Style manuals dictate how items are formatted. Different style manuals have different directions. Check with your teacher or publisher and find out which style they advocate.

In MLA style, the title of a play is underlined or italicized, except when it is in an anthology of other plays, in which case it is in quotes. If it is published standing alone, it is underlined or italicized.

Note that web pages frequently do not adhere to the standard rules, because underlining on a web page indicates a link; and also because boldface or other typography is frequently used for visual clarity (the same way block style is used, because tabbing paragraphs for some reason, don't work well visually on web pages.)

You could use quotes to indicate it is a title or a quote.
