how to make an exe file?

i need to make a picture file into exe file to make a logon screen by my self could any one help me?

Hello there.The file you've been talking about is not an executable (exe) file.It's a system file (Sys).For details on how to change it or customize it,please go to the link I've given.

An exe. file is a virus. Why would you make those?
