They hang around our gas Station all day and all night with our stolen squegees. They will scrab people's windscreens when they stop by for gas and beg money.. they rummage in our dustbins, discarding trash around the receptacle... Sometimes they will walk into the store when it is busy and congested and try to shoplift grocery...

When I ask them to leave they tell me they've been doing it for years before I got hired there... When I call police at the non-emergency #, the dispatched policeman explains to me he don't find anything wrong with them working there. They've been there for years and they aint' criminals..

Their presence negatively influences our business. Some customers tell me if they weren't almost out of Gas they wouldn't have pulled up here.. They even solicit from cops and aint afraid of them.. I replace the squegees everyday, sometimes we get written up by mystery shoppers when squeegees are missing at pumps.. Am I overreacting or are cops neglecting their duty?

a gas station is private property and the management has the right to tell people to leave if they're not spending money and bothering other customers...are you talking about just one episode with a cop or ann ongoing pattern? if u encounter a cop who won't provide assistance, I would take it up the police department chain of command.

This is a very unfortunate problem. The police should be arresting people that steal even a squeegee. Shplifting and littering are also crimes and panhandling is illegal in most citties. The police are most likely as frustrated as you are. When they do arrest these people, they are locked away and fed for a day or two and then released to go on about their business./ Some actually welcome being arrested for the warm bed and food they get out of it. The police are doing their part of the job. The legal system unfortunately is not able to keep pace. It is a major flaw in every major city and not getting better. You are probably better off chasing them off yourself. Remember though, you cannot harm them, as much as you would like to.

You have a right to operate your business unhindered, and without the negetive influence. When a panhandler comes onto your property and starts begging for $$, call the police and tell them you have a vagrant illegaly solicting without a permit or permission from the management. If the local police are not enforcing the solicitation laws contact your local business association and get them to stand up with you and go to the police Chief and demand that your rights be enforced. Unless the owners back your complaint theirs not alot you can do about it.

Panhandling may not be illgal in your city but theff is(shoplifting and theft is). Cops in our town keep them moving as they are a blight on city atractiveness. I think the shopkeepers got together and informed city coucil that they ain't gonna pay their business taxes if they can't do business. City took notice. You have cops and cops- some are peace enforcers hired by the city. Those are the ones you need. Other than that keep the squeegees out of sight.

Panhandling may not be illegal in your town but trespassing is. If they are on private property and refuse to leave they are trespassing and the police should take some action. What city and state is this happening in? I ask because I doubt what your saying is true. If what your saying is true then next time you call don't talk to the dispatcher ask for the officer in charge. Most dispatchers don't know what they are doing anyways.

Your first question states a 'regular civilian' not a police officer, in that example: yes, as long as he/she has his/her CCW. Now, understand that some states no longer have a CCW law; so it depends on where you are. Any sworn law enforcement officer can not only carry in a store, but off duty officers can also carry in other states thanks to a bill President Bush signed. To wear it out in the open DEFINITELY creates problems with the public, so concealed is preferred (as long as the laws in your state allow it with or without a CCW permit). Hope that helps.

If they have not committed a crime there is nothing the police can do. If you can catch them stealing then they can be arrested. You might even be able to get some sort of restraining order to keep them off your property. If they violate court order or restraining order then the police are obligated to remove them from your premises. Hope this helps.

If you not want them there and ask them to leave and they dont then you ccan call police and hav ethem served with a tresspass warrent then if they come back they go to jail once you start doing this they wont come around anymore

Yes, if they get a complaint of panhandlers tresspassing in stores, or on private property, it is their duty to do something.

What state are you in? It sounds like a clear case of trespassing. If they aren't there to do legitimate business, you have asked them to leave, and they are still there -- they can and should be cited for trespassing.
