One of my cats has dark spots on her lip and tongue.
I took her to the Vet and he said it was just a variation in the pigmentation.
But, if the spots are raised from the surface of her skin then you should have the Vet take a look at them.

Unless they're a different texture from the rest of her mouth, it's just pigmentation. Dogs and cats can both have random spots and patterns of black inside their mouths and even on their tongues. It's nothing to worry about.

This is very common in orange cats, with the spots typically beginning to appear after age six. They will likely continue to increase as the cat grows older, but they are completely normal. I have had three orange cats, and they have all developed these spots around six or seven. My vet is unsure of the reason why these spots develop, but he has never seen any malignancy associated with them. I guess they are just kitty age spots.

thats commen for most cats. i have 2 cats who both have little black spots on there lips and in there mouth. its nothing to get worryed about, its normal.

If you mean on the roof of her mouth, totally normal. Just like freckles. If they are raised or on her tongue, have her checked.

mine have them on the inside of her lip/gums i assume its a birthmark

If they are not raised or on the tongue, it's normal.
