I don't know how to make it at home, however there may be a less expensive choice. I commonly use a product called "Floor Embossing, Leveling Compound". It is available in the flooring section of your Home Depot/Lowe's. I believe that this product is just un-bleached Plaster of Paris.

You can use of mixture of flour and water. I can't remember what the ratio of flour to water is, but I would mix in the water a little at a time till it is the consistency of glue. Maybe just a tad thicker.

Lots of luck. :)
