I've tried saline rinse and drinking plenty of water.
They seem to help, but minimally. Is there an alternative? I feel like I need a spray that's more oily so that it sticks around and keeps the sinus from getting dry.
Unfortunately, staying away from low humidity places does not seem to be an option.

That's a lot of stuffiness. Have you tried a rinse, or just a spray?
A full warm water saline rinse goes in one nostril and out the other. It draws out all the gunk and shrinks the tissue (like swimming in the ocean). The mists and sprays only hydrate the goo but do little to draw it out easily.

The buffered salt doesn't 'sting' as much as plain salt water. You can use a new method like Nasopure, or the vintage, Netipot

You can do this a often as you like with no bad side effects.

You don’t need a prescription for this therapy. So if you live in a state like mine, they’ve pretty much “outlawed” sudafed medicine. Drug-free is really the way to go on a frequent-use basis.

Sometimes, when I am really stuffed and can't rinse, I take a couple of dabs of vicks vaporub (menthol paste to coin a phrase) and literally put some in the bottom of both of my nostrils, it feels great and the only person who can smell the mintiness is you.

I used to live in an area where my house had to be air conditioned, my car was, and all the places I shopped were air conditioned. My sinuses were so painful and terrible, that I kept going to the dentist, because I really believed my teeth were absessed, because of the pain! When I moved back home to Northern, VERY, CA, where the ocean is right here, I quit having this problem at all. You can take Sine-AID and it did help me.
Talk to your doctor and see what is best for YOU to take, since you cannot relocate.
