I don't know what does "rod" and "chicken" refer to. I just know by the text that the character who is a guard tells this as an insult to the other character(named Little) who is in the prison.

"Rod" and "chicken" are euphemisms for a man's penis. The guard is asking if the inmate is masterbating.
