God allows all kinds of things to happen that we cannot and/or do not understand. Military people who have experienced combat usually experience some degree of mental difficulty after they serve.
When you say "our Marines", you make it sound like they're all conducting themselves like choirboys while serving in Iraq - which we all know isn't the case. I believe the great majority of service people serve with pride and conduct themselves in upstanding ways, but there are those who do not.
To answer your question though, we can't know the mind of God, and why God allows some situations.

Unlike what 'you' want to believe, God does not "allow" it. This may be harsh to hear, but according to the Word of God (the Bible), if we truely trust and believe in Him - He will provide all that we need. Including help to deal with stress, which may lead to mental illnesses.
There are plenty of Service men and women, who have come back from Iraq, some even missing limbs. But are they mentally suffering? Many of them are 'pushing' themself through rehab and BEGGING to be sent back to Iraq.
Whenever someone says anything, along the lines of this question; that you have posed. It shows that he or she does not have faith, belief, or trust in God (the Father, Son, and Holy Spirit). Another source of all this mischief is from Satan, whether you or anyone else wants to believe it or not - he can influence things. And when a person does not have God or His Son Christ Jesus as the 'rock of their life', something else will fill that void.
Putting God in 'your' little description box, in the eyes of Yahweh; is called Idolatry. How are you doing that? By describing God through 'your' ideas and thoughts. And also according to His Holy Word - the Bible - when a person breaks one of the Commandments they are guilty of them all.
That is why Jesus Christ was born, shed His blood, died, and rose again - so that we can have forgivness of all our sins.

God allows mankind to suffer for their own choices. Not that the Marine in question necessarily made a bad choice, but if we are at war with our fellow human beings, someone did.
Even though we suffer however, God is still with the believer.
