British army training instructed me on how to clean boots and it was always using heated polish on the back of a teaspoon and to never use a brush-instead a cloth every time.
The spit was kind of optional and the amount never specified.
The acceptable state of shine was if the inspecting officer reckoned he could shave in his reflection from the toe cap facing up at him

Paste polish when heated makes it go farther in to real leather. Wetting your rag helps shine your boots. A nylon stocking is good for a quick shine on well maintained leather.
