Yes you are being racist, but the dog doesn't care and neither should you. Chihuahuas are just another form of chupacabras anyway.

You are saying it to be funny, but yes it is a racist term like many other terms used to categorize people. It does show that you have less regard for people of other races and could well be racist.
You should refrain from the use, it would probably make you a better person and more likable.
Just my opinion.
