Stay away from Times Square!
You have to get there ten or twelve hours early to get a decent spot and you lose it if you have to go to the bathroom or get something to eat or drink. There's no drinking on the streets and you're packed in like sardines. Right after the ball drops, the police rush you out so clean up can begin.
Find a club or a restaurant and celebrate there.

Times Square is great, but you want to get there a little early if you actually want in. I just went 2007 and almost got locked out. We got there about 8 pm and got in by luck. Also when you do get in avoid getting locked in one of the barricades. They will not let you back out and will tell you to jump the barricade when the other cops are not looking. Not easy to do in heels.Also I suggest leaving bags and purses at home or your hotel, since this will only slow you down getting in to Times Square. They do search you bags and body before letting you in, so it is pretty safe. Good luck and have a blast. I know I did.

For an outstanding meal go to the Tavern on the Green - they have a website but book very early. Then do what the others suggest.
Maybe a Phantom matinee show before that to - what a day.
