Open the picture and right click, set as background

If it's a print, scan the picture and save it as a file. Locate the file (not open it as someone suggested) and right-click it. Choose Save as Background.

Right-click a blank space on the desktop and choose Properties. Click the Desktop tab. Choose Browse and browse to the picture file. Click the file then click the Open button below. Click OK!

Easy way right click go to save as or save and pick the file you would like to save it in ...it should go to your documents picture file automatically ~~~> ;o)

You got to be more specific than that either you got to scan it or right click and save as or right click and set as background.
